Pearl Harbor National Memorial and USS Arizona Memorial remain open during Federal Government Shutdown thanks to Local Partners and Donor Support

PEARL HARBOR, HI (October 1, 2025) – As of 11 a.m. Hawaii Standard Time, Pacific Historic Parks (PHP) is proud to announce that with authorization from the National Park Service, the Pearl Harbor National Memorial – home of the USS Arizona Memorial – is open to the public during the federal government shutdown.
“Thanks to the commitment of our partners and the generosity of donors who have stepped forward to help cover daily operating costs, visitors to Oʻahu can continue to experience Pearl Harbor during this period,” said Pacific Historic Parks President and CEO Aileen Utterdyke. “This collaboration ensures that travelers from around the world are still able to connect with one of America’s most important historic sites representing a pivotal event in American history.” PHP is the official non-profit partner of the National Park Service in stewardship of the Pearl Harbor National Memorial.
During the 2018 federal government shutdown, PHP led the campaign to keep the Pearl Harbor National Memorial and USS Arizona Memorial open, Utterdyke noted. With the current shutdown, PHP and its museum partners – the Battleship Missouri Memorial, the Pearl Harbor Aviation Museum and Pacific Fleet Submarine Museum – jointly agreed to once again provide funding to keep all four Pearl Harbor Historic Sites open.
“We know many visitors plan their trip to Pearl Harbor months in advance, and we are committed to providing everyone the opportunity to visit this hallowed ground and learn of the sacrifices made by our nation’s Greatest Generation,” said Utterdyke. “Our operations, tours, and museum store continue without interruption, ensuring the public can experience this powerful tribute to the heroes of December 7, 1941.”
All four Pearl Harbor Historic Sites – Pearl Harbor National Memorial (USS Arizona Memorial), Battleship Missouri Memorial, Pearl Harbor Aviation Museum, and Pacific Fleet Submarine Museum (USS Bowfin Submarine) will remain open and operate at normal hours during the government shutdown.
In addition, the Diamond Head State Monument remains open and is not affected by the government shutdown, giving visitors another must-see destination to include in their O‘ahu itineraries, Utterdyke noted.
